The National Institute for Standards and Metrology
of the Kyrgyz Republic "Kyrgyzstandard" (NISM) is
an official body, it has the status of a national body on standardization
and maintenance of measurements uniformity.
Kyrgyzstandard is an assignee of the State Inspection for Standardization
and Metrology under the Government of the Kyrgyz Republic, except for
the rights and responsibilities following from functions on the state
supervision over observance of technical regulations and standards.
Division for Standardization
Division for Standardization is a structural body of NISM, performing
functions of a National Body for Standardization. Division for Standardization
in the activity is guided by the Constitution of the Kyrgyz Republic,
laws of the Kyrgyz Republic, decrees of the President of the Kyrgyz Republic,
regulation on NISM, NISM's Corporate Ethics Codex. Division for standardization
coordinates work on standardization, procedures for conformity assessment,
cooperates with the state management bodies, public associations, TCs
for standardization, business, private sector and structural bodies within
NISM.
Major Goals:
- Creation and development of National System for Standardization in compliance
with the international practice;
- Provision of services on standardization and quality management with
a view of assistance to steady growth of national economy and to improvement
of life quality.
Major Tasks:
- Assistance in increase of competitiveness of goods and services made
in the Kyrgyz Republic in the global market by means of voluntary application
of the standards accepted on the basis of consensus and uniform procedures
of conformity assessment.
For realization of the specified tasks the following functions are stipulated:
- performance of functions of the National Body for Standardization;
- establishment of procedures for preparation, adoption and implementation
of standards according to the Agreement on Technical Barriers to Trade
of the World Trade Organization (Annex 3 Code of Good Practice on development,
acceptance and application of standards);
- adoption of the program for development of National Standards;
- formation of Technical Committees for Standardization and coordination
of their activity;
- support to development of SME using mechanisms on standardization and
conformity assessment.
In accordance to the Concept for reforming of technical regulation system
in the Kyrgyz Republic for 2003-2004 about 7000 standards were transferred
to the voluntary form, and more than 800 out-of-date standards and TC
were cancelled.
For today the set of acting national standards consists of about 20 000,
and the level of harmonization with the international is 38 per cent.
In the field of Conformity Assessment:
- transition to voluntary certification (about 40 per cent of goods and
services for voluntary certification);
- perfection of recognition of the documents on confirmation of safety
of products imported that subject to the obligatory control. About 57
per cent of products imported passed through procedures on recognition
that allows to reduce the cost and period for certification more than
in 2 times;
- increase of degree of trust to the entrepreneurs by Declaration of Conformity,
as the second form of mandatory conformity assessment of product's safety.
Metrology:
Major Tasks:
- Development of National Metrology system to ensure uniformity of measurements
in the Kyrgyz Republic and traceability of measurements to the International
System of Units (SI) and improve quality of goods and in interests of
international trade;
- Creation and development of the National Legal Metrology System with
the purposes of ensuring traceability of measurements results, protection
of public interests and achievement of equality between participants of
trade relations
Basic Functions:
- Performance of functions of National Body for Metrology;
- Establishment of units of the physical sizes admitted to application
in the Kyrgyz Republic;
- Reproduction and dissemination of dimensions of base and derived units
of International System of Units (SI);
- Development, maintenance and improvement of national, initial and working
standards of physical units;
- Participation in measurement intercomparisons at the international,
regional and national levels;
- Type approval and metrological certification of means of measurements,
conducting the state register of means of measurements, standard samples
of structure and certified reference materials;
- Provision of verification (calibration) and measurement services to
interested enterprises, organizations and institutions regardless of patterns
of ownership on a voluntary basis;
- Development (or acceptance of participation) and certification of techniques
of measurements performance;
- Carrying out of metrological examination of documents on metrology;
- Realization of research works in the field of metrology;
- Realization of the methodical and consulting help to the organizations,
institutions, the enterprises and other consumers on questions of metrology;
- Realization of cooperation with scientific research institutes of the
Kyrgyz Republic, and also with metrological institutes of other countries;
- Work on mutual recognition of standards, certificates of calibration
and measurements within the framework of two and multilateral agreements;
- Participation in the activity of regional and international organizations
on metrology.
