JISC consist of many
national committees and plays central role in standardization activities
in Japan. The task of JISC is establishment and maintenance of JIS,administration
of accreditation and certification, participation and contribution in
international standardization activities, and development of measurement
standards and technical infrastructre for standardization.

In Japan, industrial
standardization is promoted at national level, industrial sector level,
and company level. Japanese Industrial Standards (JIS) are national standards
of which adoption can be decided voluntarily. JIS covers industrial and
mineral products, comparable to standards established by various industrial
associations for their specific needs, or standards established by many
companies called by the company standards (operation manuals, products
specifications etc.). Roughly speaking, the need for common practices
in companies of the same industrial sector leads to the establishment
of industrial association standards, and the same need in terms of wider
applications promotes the establishment of JIS.
JIS is a national standard, just as ANS (American National Standards)
of ANSI in the U.S. or BS of BSI in the U.K. JIS is established or revised
on the basis of a consensus among producers, consumers, regulators and
related parties.
Although JIS are major national standards for industrial and mineral products
in Japan, a number of laws adopt technical regulations providing binding
legislative rules for protecting human life, health, and the environment,
such as ones for electronic appliances under Electrical Appliance and
Material Safety Law. These technical regulations shall respect JIS where
appropriate, under Industrial Standardization Law. Actually, several thousands
of JIS items are quoted by Technical regulations in Japan.
One means of promoting the use of industrial standardization is the JIS
Marking system. The JIS Marking system is a voluntary certification scheme.
Some 634 products covered by JIS product standards are designated for
JIS Marking by MITI (as of March 31, 2001). Factories manufacturing products
that satisfy JIS are certified to affix the JIS mark on their products
if their company standards and practices of quality control are judged
by the competent Minister or JIS Mark Certification Body to guarantee
continuous production of products satisfying JIS. The aims of JIS and
the JIS Marking system are, among other things, to improve the quality
of products, rationalize production, ensure fair and simplified trade
through the establishment and dissemination of appropriate and rational
standards.
